We would like to be able to set the maximum amount of news posts pulled for each category. (like in the SharePoint news webpart)

What is the scenario for which you need the suggested new look/behavior?

To speed up load times and not overwhelm users with too many news posts per category.

Thank you for this suggestion, this functionality exists through SharePoint Views.
Here is how it works:

• In News Center you can provide a View URL to your desired pages library, like this:
  

  

• This view controls many filter and limit options. One of the options is to set Item Limit returned by the view, as shown below.

This is how you can ensure only specific number of items are returned for that Category.
